Custom software is justified when a packaged tool cannot carry the process you actually run. It is a poor fit when the process itself is still unclear.
Name the user and the job
Who uses the system on a Tuesday morning, and what must be true when they are finished? If that sentence is vague, the backlog will be vague too.
Draw a boundary
List what the first release will not do. Integration, reporting, and permissions can grow later. The first release should complete one path end to end.
